Judith S. Nelson received her Bachelor of Arts degree, cum laude, from the University of Pennsylvania in 1979 and her Juris Doctor from the University of Miami School of Law in 1982. From 1982 to 1985 she was panel counsel for Travelers Insurance Company. In 1985 Judith became an Assistant City Attorney for the City of Miami. In 1986 Governor Bob Graham appointed her to the Bench as a Judge of Compensation Claims.

Judith Nelson served 15 years as a Judge of Compensation Claims for Dade and Monroe Counties, from 1986 to 2001, receiving reappointments by Governors Robert Martinez and Lawton Chiles. She retired from the Bench in 2001 and became a Supreme Court certified mediator so she could devote more time to The Victory Center for Children with Autism and Related Disabilities that she and her husband, Barry Nelson, founded in June, 2000 to provide quality education for individuals with autism like their son, Jesse. Judith has successfully resolved thousands of cases involving workers’ compensation, personal injury, emplyment and labor issues. Judith is active as an Arbitrator for the American Arbitration Association, hearing a range of cases including employment discrimination, retaliatory discharge, restrictive covenant, wage and hour violations, contract disputes and personal injury. She is a member of the AAA Commercial Panel, and their Mediation Special Program Panel.

Judith Nelson has received The Woman of Valor award from the Weizmann Institute of Science, the Spectrum Award from the American Red Cross and The Steel Service Award from Steel Hector & Davis LLP. She has served on the Board of Directors of The University of Miami Center for Autism and Related Disabilities as well as The Friends of 440 Scholarship Fund. She is currently serving on The Workers Compensation Statewide Judicial nominating Commission and remains involved with the Victory Center for Autism.

Kathryn "Kitty" Pecko

Kathryn “Kitty” Pecko was a Judge of Compensation Claims for over 17 years. She presided over hundreds of cases in the Miami District office and later in the Fort Lauderdale District office. More than 90% of Judge Pecko’s orders were affirmed on appeal. She is certified by the Supreme Court as a Circuit Court and Appellate Mediator.

Prior to her judicial tenure, Kathryn was appellate counsel in both State and Federal courts, handling cases covering a broad spectrum of substantive law. She served as an Assistant City Attorney for the City of Miami for 8 years. As a Board Certified Appellate attorney, Kathryn was counsel in more than 100 appellate opinions, not including PCAs, Circuit Court appellate opinions, and non-published Eleventh Circuit Court of Appeal opinions.

 
Randy Zeldin, Esq.

Randy Zeldin, Esq., is a graduate of Cornell University, with a B.S. Degree in Industrial and Labor Relations. At Cornell, Mr. Zeldin majored in issues of labor economics. After graduating Cornell University, he conducted economic research for Merrill Lynch Economics and the First Bank of Chicago.

As a graduate of Brooklyn Law School, Mr. Zeldin continued in the tradition of his grandfather, a graduate of the class of 1928. Mr. Zeldin was on Dean's List and a member of the Moot Court Honor Society.

After moving to South Florida, Randy Zeldin, Esq. was hired as an Assistant City Attorney for the City of West Palm Beach, where he defended workers' compensation claims. In 1988, Randy Zeldin, Esq. started a solo practice, specializing in Claimant workers' compensation. He has litigated cases throughout the tri-County area.

In 1993, Mr. Zeldin was appointed by former Chief Judge Shirley Walker, as one of the first State Mediators in the Fort Lauderdale District. Mr. Zeldin had the privilege of mediating in Fort Lauderdale for the Hon. Daniel Lewis.

Beginning in 1994, Mr. Zeldin became one of the earliest private mediators in South Florida. Since that time, he has mediated several thousand workers' compensation cases throughout the tri-County region.

In 2006, Randy Zeldin, Esq. was nominated by the Judicial Nominating Commission for the position of Judge of Compensation Claims in the Fort Lauderdale District.

In recent years, Mr. Zeldin has ceased practice of Claimant workers' compensation. His practice is currently focused in Florida Workers' Compensation Mediation and Social Security Disability.
